India Launches Strategic Roadmap to Become a Global Live Events Powerhouse by 2030
According to Storyboard18, the Centre has laid out a roadmap to make India a global hub for concerts and live events by 2030, and the most interesting part isn't the ambition — it's the plumbing.
The Live Events Development Cell (LEDC), set up in July 2025, is the engine room, and Minister of State for Information and Broadcasting Dr. L. Murugan outlined the plan in a written reply in the Rajya Sabha.
Cutting the red tape before the soundcheck
Anyone who has watched a touring rig sit idle at customs knows the bottleneck isn't talent — it's paperwork. The LEDC's response is an online single-window clearance system on the India Cine Hub (ICH) portal, where organisers can apply for approvals, make payments, track applications in real time and complete inspections through a single digital platform. Twenty-nine States and Union Territories have appointed nodal officers for live event permissions, and a Model Executive Order for Streamlining Licensing and Permissions for Live Events in India, 2026 has been circulated to all states. Three have implemented it so far.
The Archaeological Survey of India has also drawn up a standard operating procedure for live events at protected monuments and identified 224 heritage sites where shows can be staged. A Greenfield Venue Development Policy concept note is out, and a skilling committee is working with the Indian Institute of Mass Communication, the Media and Entertainment Skills Council and the Event and Entertainment Management Association on certificate and short-term courses. The tour is starting to look like a tour.
The financial mix
This is the move that will genuinely move the needle for international bookings. On the LEDC's recommendation, the Reserve Bank of India has removed the requirement for a bank guarantee on advance remittances of USD 500,000 and above for the import of services under the Foreign Exchange Management Regulations, 2026, with the revised rules taking effect from October 1, 2026. That's the kind of easing that lets a promoter commit to a Fred again.. three-city run, a Chainsmokers swing, or a Gorillaz production with a proper LED rig. The LEDC has also flagged artist visas, music licensing, use of sports and heritage venues, permissions for events beyond 10 p.m., taxation and access to finance — and shared them with the relevant ministries. The conversation has finally moved up the chain.
What the mix sounds like on the ground
The 2026-27 calendar is already heavy: Guns N' Roses in Bengaluru on November 14 and Guwahati on November 17, The Chainsmokers and Fred again.. in December, Gorillaz and Foo Fighters (with The Pretty Reckless opening) in January 2027, plus the Ziro Festival of Music in the pine forests of Arunachal Pradesh. The real question for anyone who cares about how a venue actually sounds isn't the lineup — it's whether the new single-window system gives visiting crews enough time on the ground to do proper line-array hangs, walk the room, and tune the PA before doors open. Fast-tracking permits only matters if the soundcheck still gets its full hours.
